Under general direction of the Human Resources and Services Director, manages the development, coordination and implementation of activities in the areas of testing, placement, performance evaluation and position control, classification and compensation, affirmative action planning and development, legal compliance, and strategic planning and performance improvement; develops and conducts Assessment Centers for promotion; assists in developing policies and procedures; conducts training in the area of compensation and compliance. Work is reviewed through personal conference for compliance with relevant Federal, State and County criteria, completeness and accuracy of gathered data, soundness of professional judgement, quality of written reports, quality of work of support staff and quality of relationships with County employees and general public. Performs other work as requested.

| Requirements |
Bachelor's degree in Public Administration, Business Administration, Psychology, or closely related field (Master’s degree preferred), supplemented by six (6) years of progressively responsible technical or professional personnel administration experience, including a thorough knowledge of basic pay and classification systems, basic public job analysis methods, federal, state and local ordinances, and rules and regulations applicable to personnel administration; or an equivalent combination of training and experience. Possess thorough knowledge of automated human resources information systems and spreadsheets. Supervisory experience required. Possess excellent oral and written communication skills. SHRM, IPMA or comparable professional certification preferred.
