Position Purpose
Position is responsible for providing support, training and technical assistance for the operations of the agency data base systems that are used for the tracking of the provision of services. The incumbent is also responsible for providing support, training and technical assistance for the operations of the media that is used for training and technical assistance, included but not limited to video and phone teleconference systems and online and video recording training software and equipment.
Distinguishing Characteristics
The Washington State Migrant Council (WSMC) provides Early Childhood Education (ECE) and social services to more than 4000 children, in center based and home based setting, at more than 25 Child Development Centers (CDC) throughout the State of Washington. WSMC provides services under various federal and state funded programs with differing regulations and stipulations, which must be coordinated and adhered to, including, but not limited to: Regional Head Start (RHS), Migrant Seasonal Head Start (MSHS), Early Childhood Education and Assistance Program (ECEAP) and Early Head Start (EHS). The agency is required to meet an annual quota of non-federal share (in-kind) funds. A large majority of children’s first language is Spanish.
Supervisory and Other Relationships
Data Base Program Support Specialist reports and works closely to the Program Support (PS) Director. Although supervision is not a regular part of the job, incumbent will serve a training role and work closely with all Program Support Specialists, the IT Department, the IT Compliance Specialist, Child Development Centers Supervisors and employees.
Examples of Essential Duties and Accountabilities

1. Needs Assessment: Tasks include reviewing and analyzing results of Site Audits, annual Self Assessments, feedback from supervisors, employees to assess agency and local data base and software needs. Review the benefits provided by the technology and systems in use to recommend and implement improvement plans.
2. Training: Tasks include developing and implementing training programs, including training materials in various mediums, related to the data base and computer system use for the different component areas. Training may include mentoring, one-on-one and large group trainings. Training must include evaluation for skills assessment and overall quality. Responsible for providing support, training and technical assistance for the operations of the media that is used for training and technical assistance, included but not limited to video and phone teleconference systems and online and video recording training software and equipment.
3. Technical Assistance: Provide online and in-person technical assistance upon request following a priority based on the necessity, urgency and written supporting documentation. Technical assistance will be reported and documented in accordance with policies and procedures.
4. Confidential Information: Maintain confidential information, which includes, but is not limited to: health records, and participant personal and income information.
5. In-Kind Contributions: Responsible for contributing in any procedure or activity that fosters the contribution of in-kind funds, through the request of goods, services, cash donations, and/or through encouraging professional, community members and parents to volunteer time to the program. |
