Description

Position Purpose 

Position is responsible for the development of the Mental Health and Disabilities systems, policies and procedures for all the Early Childhood Education (ECE) programs. Position is responsible for overseeing agency wide contracts that involve Mental Health and Disabilities services, and for the coordination of the Mental Health and Disabilities Training and Technical Assistance plan. 

Distinguishing Characteristics 

The Washington State Migrant Council (WSMC) provides Early Childhood Education (ECE) and social services to more than 4000 children, in center based and home based setting, at more than 25 Child Development Centers (CDC) throughout the State of Washington. WSMC provides services under various federal and state funded programs with differing regulations and stipulations, which must be coordinated and adhered to, including, but not limited to: Regional Head Start (RHS), Migrant Seasonal Head Start (MSHS), Early Childhood Education and Assistance Program (ECEAP) and Early Head Start (EHS). The agency is required to meet an annual quota of non-federal share (in-kind) funds. A large majority of children’s first language is Spanish. 

Supervisory and Other Relationships 

Lead Mental Health and Disabilities Specialist reports to the Program Support (PS) Director. Position supervises Mental Health and Disabilities Specialists as regular part of the job; incumbent serves a lead role and works closely with Child Development Centers Supervisors, procurement and accounts payable staff. 

Examples of Essential Duties and Accountabilities 

The following examples of duties and accountabilities illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position. 
  • Systems, Policies, Procedures & Service Plans; Responsible for the development and implementation of component area systems, policies and procedures. Responsible for development, review and edit of the annual service plans for the agency.
  • Needs Assessment: Tasks include reviewing and analyzing results of Site Audits, annual Self Assessments, feedback from supervisors, employees, and families and classroom observations to assess local center training needs.
  • Training and Technical Assistance: Responsible for the development and implementation of the Training and Technical Assistance plan. Coordinates the implementation of that plan. Training will include staff mentoring, one-on-one, and small and large group presentations. Overview Training Materials, Tools and Evaluations.
  • Contract Administration: Responsible for area related initial contract review and ongoing monitoring to ensure compliance. Contracts include, but are not limited to: external consultants or trainers, interagency agreements, etc.
  • Staff Supervision: Responsible for the development and supervision of subordinates, including, but not limited to: selection, performance management and staff development.
  • Confidential Information: Maintain confidential information, which includes, but is not limited to: health records, and participant personal and income information.
  • In-Kind Contributions: Responsible for contributing in any procedure or activity that fosters the contribution of in-kind funds, through the request of goods, services, cash donations, and/or through encouraging professional, community members and parents to volunteer time to the program.
Requirements

Minimum Qualifications 

  • BA degree in education with ECE and/or special education endorsement, social work and/or psychology or related field;
  • Five (5) years experience in mental health or disabilities. 

Incumbents are required to have demonstrated knowledge and abilities in these areas: 

  • Current knowledge of Individual with Disabilities Education Act. (IDEA);
  • Familiar with disabilities/mental health processes (IEP/IFSP);
  • Familiar with preschool screen and assessment tools specific to children with disabilities;
  • Experience in supervision and management;
  • Excellent communication and interpersonal skills;
  • Excellent problem-solving and decision-making skills;
  • Knowledgeable in various training techniques and ability to conduct training for various learning/communication styles;
  • Experience in risk management;
  • Understanding of the interrelationships between services and systems;
  • Ability to learn new tasks quickly and efficiently;
  • Ability to handle multiple tasks simultaneously and meet deadlines;
  • Ability to gather and analyze data for reports via multiple modes;
  • Ability to read, write and interpret documentation;
  • Strong customer service focus;
  • Ability to work with culturally diverse employee population;
  • Proficiency with personal computer, including Microsoft Office; and
  • Accurate data management, documentation and recordkeeping skills. 
These skills and abilities are typically acquired through a combination of experience and training, which would include at least a bachelor’s degree in education with ECE and/or special education endorsement, social work and/or psychology or related field with five (5) years experience in mental health or disabilities; or a combination of education, training and experience which will provide the competence and skills to perform the work of the position. 

Preferred Qualifications

  • Previous Head Start experience;
  • English/Spanish bi-lingual fluency. 

Position Requirements 

Incumbents are required to have the following: 

  • Valid Washington State driver’s license;
  • Proof of automobile insurance;
  • Must maintain acceptable driving history;
  • Must pass initial and periodic criminal and background check;
  • Must pass initial and periodic health exam;
  • Subject to initial and periodic TB screen;
  • Subject to random drug screen;
  • Must sign a Confidentiality Agreement; and
  • Must complete and sign a Conflict of Interest Disclosure Statement on an annual basis.
