Intercity Transit is currently recruiting for two fulltime positions of Human Resources Specialist. The Specialists perform administrative, technical, and clerical coordination and support of human resources functions that include recruitment and selection, classification and compensation, employment changes, employee leaves, new-hire processing and onboarding, and mandatory reporting and posting. Specialists back each other up during absences, and also back up Analysts. Excellent benefits include health insurance, PERS and deferred comp retirement plans, and paid sick and vacation leave. Wage range is $51,140 to $69,029 annually.



  • Develop databases and tracking systems and perform data entry to facilitate HR operations and programs.
  • Support recruitment and selection processes, to include job advertising, interview scheduling, background and reference checks, and new-hire orientations.
  • Coordinate, track and support tuition reimbursement program and other employee benefits programs.
  • Prepare and maintain HR procedures, policies and rules; establish and maintain personnel records and forms; and comply with legal records retention schedules. 
  • Perform administrative support for HR to include mail, photocopying, data entry, confidential correspondence, letters, reports and forms; respond to inquiries from staff, management, and public.



  •  Ability to effectively plan, organize, prioritize, work independently, meet competing deadlines, pay strong attention to detail, and have excellent follow-through.
  •  Proven record of providing exceptional customer service in every interaction; ability to cultivate collaborative and productive working relationships.
  •  Intermediate to advanced skills in Excel, Access, Word, and Outlook.
  • Skills in accurately manipulating and analyzing numbers and data in multiple formats, along with identifying and correcting data errors.
  • Knowledge of employment and labor laws.
  • Skills in providing full range of administrative and clerical support.



  •  Associates Degree.
  • Three years of increasingly responsible human resources support experience; an equivalent combination of education and experience may be considered.
  • Must be willing to submit to a criminal background investigation, the results of which must meet the agency’s hiring criteria.
