Job Summary

The Director of Human Resources is responsible for the overall administration and the implementation of all City personnel policies. Additionally, the incumbent performs professional work of considerable difficulty overseeing a range of administrative functions related to customer service, recruitment, employment regulations, health and wellness, workers compensation, safety, training and development, retirement, classification and compensation, performance management, employee relations and records management.

Essential Job Functions

  • Develops, implements and administers city personnel policies and ensures compliance with local, state, and federal laws and regulations as it relates to employment, discrimination, disciplinary actions and employee grievances;
  • Answers employee questions regarding policies and procedures, precedents, and recommends policy changes to the City Manager and Department Heads;
  • Audits time sheets for compliance with FLSA;
  • Administers substance abuse, and EAP programs Maintains affirmative action program;
  • Files EEO-4 annually, tracks and maintains other records, reports, and logs to conform to EEO regulations;
  • Works with department heads to assist them in carrying out their responsibilities on personnel issues such as drug awareness, sexual harassment, and affirmative action;
  • Provides direction and support to management and staff on a wide range of human resources issues;
  • Provides leadership and consulting support to city management on human resources matters;
  • Develops, implements, and administers the classification program, which includes classifying and reclassifying positions and writing job descriptions performance appraisal and pay system;
  • Directs recruiting, screening, interviewing, selecting, employee retention, testing and hiring process for the City of Statesboro in order to ensure compliance with current needs and applicable laws;
  • Develops, implements, and administers testing procedures;
  • Performs credit checks, reference and employment verifications on applicants;
  • Serves as the pension committee administrator for the defined benefit retirement plan;
  • Monitors benefits program, group hospitalization, life insurance, and pension plan;
  • Oversees the development and administration of employee benefits programs, and makes recommendations for changes through researching and developing new plans;
  • Coordinates employee briefings to provide for initial and open enrollments for such plans;
  • Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution;
  • Maintains contact in person, and by phone or mail, with insurance company, employees and beneficiaries to facilitate proper and complete utilization of benefits for all employees;
  • Manages and conducts orientation for new employees;
  • Plans, directs, evaluates and recommends improvements as needed in on-going personnel programs, such as recruitment, selection, employee benefits, employee training and development, classification, pay, job evaluations, equal employment, affirmative action, total quality management, and organizational development;
  • Develops and maintains contacts with various employment resources for recruitment purposes;
  • Administers performance evaluation program to ensure effectiveness;
  • Prepares the departmental budget;
  • Provides public information such as verifying employment or open records request;
  • Coordinates and serves as recorder during administrative hearings for employee disciplinary actions;
  • Processes employee separations, represents the City for any unemployment claims and assists departments with appeals;
  • Monitors worker’s compensation claims and coordinates work between employee and insurance carrier;
  • Exercises a purchasing authority up to $5,000 without approval from supervisor;
  • Remains current on recent federal, state and case law changes and monitors labor law updates and newsletter for changes that affect HR via active memberships in the Georgia Local Government Personnel Association, Society for Human Resources Management and other HR related associations;
  • Participates on committees and special projects and seeks additional responsibilities;
  • Oversees training and risk management activities for the city;
  • Attends City Council meetings and presents reports as requested; and
  • Performs other assigned duties.

Minimum Qualifications

  • Bachelor’s degree in Business Management, Public Administration, Human Resources, or a closely related field;
  • Seven (7) years of experience in a related field; and
  • Or equivalent training, education, and/or experience.

  • SPHR certification
