This position is responsible for developing, planning, implementing, managing and evaluating HR programs and processes to enhance VMMC's strategic plan and goals. The incumbent leads and directs multiple HR work teams that include combinations of the HR Business Partner, Staff Recruiting, Physician Recruiting, Professional Staff Services, and HRIS team members.

This position will manage and administer health and welfare, retirement, and leave of absence (including Worker's Compensation) programs; and will supervise the Benefits team.

This position has the authority to assess HR-related needs of VMMC and develop, recommend and implement new programs and processes. At times, guidelines may not be clearly established requiring the incumbent to demonstrate leadership and judgement in assessing the need for, and if needed, establishing new programs and processes. This position works collaboratively with all levels of management to guide, influence and facilitate decisions regarding HR issues which could have major impact on VMMC. The incumbent has the authority to make exceptions to VMMC policy and procedure where appropriate. This position also makes hiring and disciplinary decisions, and develops and administers a budget.
