The purpose of this classification is to plan, direct and oversee operations and staff involved in analyzing and making staff recommendations regarding land use regulations, subdivision and development plans, and comprehensive planning for the County.
Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Develops, plans, and implements long- and short-term strategic plans, goals, and objectives for the department: evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the County; and identifies and implements needed changes, modifications and/or enhancements.
Develops, recommends, updates, and implements policies and procedures for the department: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and?implements?new and revised policies and/or processes; and ensures department activities comply with established policies and standards.
Develops and administers budget for the department: forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; and prepares and submits financial records and documentation.
Interprets and applies County growth management plan: oversees comprehensive plan amendments and updates, open space preservation, Geographic Information System integration, and compliance with local, state, and federal codes, rules, and regulations; coordinates urban planning, demographic, and related data collection and analysis; reviews and provides professional assessment on various land planning practices; and oversees preparation of and presents oral and written reports to Board of Commissioners and related zoning and planning boards and commissions.
Prepares, maintains, and implements various land use and environmental codes, regulations, and documents, including zoning, subdivision and site development, soil erosion and related issues: analyzes proposed and pending codes, regulations, and laws; recommends revisions to local, state, and federal entities; identifies and analyzes impact of proposed or pending regulations on department activities, policies, and procedures; and develops and implements strategies to ensure compliance with newly passed regulations and legislation.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with County administrators and elected officials, supervisor, other County employees, developers, contractors, government agencies, neighborhood, civic, and environmental organizations, media representatives, and the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems: provides information and answers questions regarding department activities and planning issues and programs; interprets and explains department policies, procedures, and plans; conducts and attends meetings; and makes presentations.
