Description

Performs computer systems analysis, support, design, application development, and maintenance. Supervises, trains and/or instructs subordinate staff within the guidelines of standard operating procedures, technical manuals, user specifications, and federal, state, County, and departmental policies and procedures. Works with co-workers, vendors, computer service personnel, employees, and government agencies to develop and support information systems.

Requirements
PRINCIPAL DUTIES AND RESPONSIBILITIES:
  • Designs, develops, tests, implements, installs, upgrades, and supports secure software systems for approved projects, to include desktop and mobile applications as well as internet and intranet site maintenance and development.
  • Performs troubleshooting and problem-solving activities for software systems: handles customer complaint situations regarding in-house developed applications and interfaces; and responds to emergency technology support issues in area(s) of assignment.
  • Gathers and analyzes user business processes to determine how to satisfy needs using software development concepts: and supports implementation of in-house developed business application software in an end-user department.
  • Creates interfaces to vendor developed software and integrates databases to facilitate transfer of data: designs and creates web pages with content and/or computer code for use with government internet or intranet sites; and creates, edits and deploys various forms of media through applications and internet/intranet pages.
  • Instructs and assists other development team members and staff members with development standards, techniques, and concepts and technology applications.
  • Researches, evaluates, and introduces new technology to management.
  • Develops and supports documentation and procedural manuals: and provides thorough and accurate documentation of software problem resolution procedures in a management-approved format.
MINIMUM REQUIREMENTS:
Education:    Bachelor's Degree in Computer Science, Information Systems, or related field
Experience:  Three (3) years of experience in application development or information technology
 
Knowledge/Skills/Abilities:
  • Considerable knowledge of technology principles, concepts, techniques, and fundamentals of information processing and information programming languages.
  • Proficiency in acquiring and maintaining skill sets on new and evolving programming development and database technologies.
  • Familiarity with local, state, and federal legal requirements and government-wide and departmental policies and procedures.
  • Proficiency in database integration, report generation tools, application systems, interpersonal relations, general business principles, and adaptability to change.
  • Familiarity of local area networks, network software and technical concepts.
  • Mastery of troubleshooting, problem solving, training, organization, and operation of application systems.
  • Good communication skills, both oral and written.
  • Demonstrated ability to work with a team or independently.
  • May supervise and/or train designated subordinate personnel.
  • May be required to carry pager and be on 24-hour call duty.
 Licensing:  Possession of a valid driver's license with good driving history.  If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.  *This position requires driving a county vehicle*
OTHER:
This position does require staff call up in an emergency situation.

  • Math:  Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
  • Functional Reasoning:  Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
  • Physical Abilities:  Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
  • Sensory Requirements:  Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors:  Essential functions are regularly performed without exposure to adverse environmental conditions.
