The purpose of this classification is to administer and
coordinate the procurement of all goods and services for the County, to perform
department support for accounting functions, to provide customer service and
general support in assigned department. This position reports to the Finance Director.

Represents County to providers regarding all
billings, products and services.
Assists in developing and maintaining purchasing policies
and procedures for the County.
Plans and coordinates procurement processes for goods,
services, materials, supplies, and equipment including vehicles and
Receives, reviews, and processes all purchase orders/requisitions;
advises elected officials and department directors concerning purchases of
supplies, equipment, and services; examines purchase orders/requisitions to
ensure budget control. Ensures compliance of state procurement laws and

formal purchase orders; acts as agent for County purchase orders, making formal
approvals; follows up purchase orders to ensure items are in receipt or on

Oversees and coordinates the inventory and storage of goods
purchased for Central Supply.
Prepares formal and informal proposals as required by law,
including documentation and supporting schedules; contacts vendors, evaluates
bids, and makes purchasing recommendations.
Reviews and/or submits specifications to vendors including
terms and conditions, purchase supplies, materials, and equipment.
Maintains and monitors records for purchasing.
Conducts invitations to bid (ITB) and requests
for proposals (RFP) for goods and services.
Sets up new files; closes out inactive files.
Prepares and/or processes forms, reports, logs and
related materials; files, distributes, mails and transmits documents.
Inputs Department purchase orders into County’s

Performs other related duties as required.
degree with course work emphasis in business, accounting, or bookkeeping;
supplemented by one (1) to two (2) years previous experience and/or training
that includes accounting and clerical work and use of accounting software
application, with experience in purchasing preferred; or any equivalent
combination of education, training, and experience which provides the requisite
knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. Certification
as Certified Procurement Officer (CPO) and a Level I Finance Officer
Certification is preferred.

Mathematical Aptitude: Requires the ability to perform addition,
subtraction, multiplication and division; ability to calculate decimals and
percentages; may include ability to perform mathematical operations with
fractions; may include ability to compute discount, interest, profit and loss,
ratio and proportion; may include ability to calculate surface areas, volumes,
weights, and measures; and the ability to interpret graphs.
Functional Reasoning: Requires
the ability to apply principles of rational systems; to interpret instructions
furnished in written, oral, diagrammatic, or schedule form; and to exercise
independent judgment to adopt or modify methods and standards to meet
variations in assigned objectives.
