The Economic Development Director manages and oversees
the daily activities and operations of the Putnam Development Authority (PDA). Specifically,
these activities include marketing industrial and commercial property for
prospective development, prospect and industry recruiting, building
relationships with industry contacts, and negotiating with industry
representatives to encourage location and job creation in Eatonton-Putnam
County as well as the daily operations of the Putnam Development Authority.
This position is expected to perform at a high level with the ability to locate
industries and commercial development. The successful candidate will be
selected by and report to the Putnam Development Authority Board of Directors.
Putnam County is in the heart of Georgia’s Lake
Country 75 miles southeast of Atlanta and only18 miles south of I-20. Putnam
County is dissected by Highways U.S.441 & 29 and Ga. 44 & 16. The population
is 21,218 and is a Certified Work Ready Community. Eatonton-Putnam County is
located within three and half hours of the Savannah port.
DUTIES AND RESPONSIBILITIES:
Plans strategies to attract new businesses and
encourage expansion and retention of existing business to promote a stronger
Markets available properties to all prospects
Provides economic, demographic, and job market
information to all prospects.
Assists with preparation of requests/applications for
procurement of grant or loan funding from other public/private entities, to
undertake financial assistance programs, projects, and/or activities including,
county infrastructure improvements/services, and for-profit/non-profit
facilities and services.
Plans and prepares documentation to secure financial assistance
for the PDA and to the extent necessary, directly supervises and administers
projects/activities funded within the PDA to ensure implementation with applied
skill that compels proper/timely contracting, regulatory compliance,
budgeting/accounting and monitoring/reporting.
Creates and negotiates incentive agreements and contracts
with prospects within guidelines set by the Authority.
Identifies and targets businesses and industries that
are compatible to Eatonton-Putnam County
Represents the PDA at meetings, presentations, trades show,
and through development of proposals and promotional materials.
Reports to the PDA on prospect activity, incentive
negotiations, and project status.
Coordinates economic development activities of the PDA
with the Eatonton-Putnam Chamber of Commerce, other government agencies,
surrounding communities, Eatonton-Putnam Tourism Arts & Heritage
Foundation, private enterprise, civic groups, and the general public.
Coordinate activities with other local agencies
addressing workforce and training issues.
Identifies potential properties to expand Authority
industrial parks and inventory.
Work with the PDA board to develop policies and procedures
and evaluate program effectiveness.
Use software programs of respective entities for
reporting of grant administration, website updates, compliance reporting, budgeting/accounting,
Prepare and present a work program and budget to the PDA
board of directors annually, complete required reports and administrative
duties in the day to day operations of the PDA, and performs related work as required.
