Description

PURPOSE OF CLASSIFICATION

 The purpose of this classification is to perform and provide professional and advanced level human resource work in the coordination of a variety of human resource activities and serves as Clerk of the Civil Service Board.

 ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Manages the overall function of recruitment and selection for the City of Smyrna, including; applicant and eligibility tracking system administration; job posting, pre-employment and selection procedures, background checks, motor vehicle reports, physical examinations, and drug screening.

Manages the promotional process for Public Safety (Fire and Police); assisting in formal interviewing; processing/approval of new hire paperwork; monitoring assessment center activities; and ensuring compliance with policies/regulations.

Manages the City's retirement and separation activities; determines eligibility for participation; counsels employees regarding the retirement plan; provides benefit and wage information; prepares and submits applications; coordinates gift program; provides ongoing assistance as needed; coordinates and conducts employee exit interviews, including scheduling, administering document, determining reason for employee’s departure, etc.; informs the interviewee of all possible payroll deductions, pension and/or retirement withdrawal and other personnel related information; consults with the department director as to the content and outcome of the exit interviews; maintains related documentation.

Conducts new hire orientations; enters information into computer database.  

Determines and processes salary adjustments and associated paperwork; processes employment-related invoices.

Administers, maintains, and/or coordinates HRIS databases and systems; provides assistance, instruction, and direction to employees regarding system usage; manages accessibility to information and assigns user IDs and passwords.

Manages the employee performance management; includes administering working test employee appraisals and annual performance appraisals; maintaining database for annual appraisals; calculating performance ratings; and entering ratings and related salary adjustments into databases.

Provides on-going assistance in the area of compensation and records administration, including position control; payroll entry and change processing; maintaining and updating historical records; researching and responding to records requests; ensuring compliance with policies/regulations.

Manages all activities pertaining to the City's Tuition Reimbursement Program.

Coordinates and oversees the City's Random Drug Screen Program.

Oversees the City's Service Awards Program.

Researches, conducts, and responds to outside market salary and benefits surveys from federal, state, and local agencies; calculates compensation data for similar classifications at the City; administers professional advice and expertise on job classifications with regard to outside market; serves as the City’s classification and compensation coordinator; conducts job audits upon assignment and prepares recommendations for position classifications to department heads, the Human Resources Director and/or the City Administrator; advises City supervisors, managers, and department heads as to position creation, re-classification, or deletion; calculates annual economic indexes; maintains the City’s pay plan.

Serves as Acting Human Resources Director in the absence of the Director.

Plans, prioritizes, assigns and manages daily operations and work flow of HR Technician and monitors performance for adherence to established department goals and objectives.

Receives and responds to requests, complaints, concerns, and general inquiries that are escalated and unable to be resolved through staff under charge; provides resolution accordingly.

Confers with HR Director to keep him/her informed on key issues and progress toward objectives and to gain necessary support and approval; makes recommendations to assist management in implementing necessary improvements.

Counsels with managers and employees and independently renders professional judgment and advice regarding human resources matters or resolution of problems.

Assists with process for Requests for Proposals (RFP).

Manages all activities of the Civil Service Board; serves as Clerk of the Board; coordinates the Civil Service Board election process; coordinates election advertisement activities; communicates with Board members, election applicants, Mayor, Council members, department head, and City staff any issue relating to Civil Service Charter, rules, regulations, policies, policy administration, meetings, grievances, and appeals of eligible civil service employees and the general public; takes minutes of all meetings; issues subpoenas on behalf of the Board.

 

Requirements

Bachelor’s degree in human resources development, business administration, public administration, or closely related field; supplemented by four (4) years previous human resources experience and/or training that includes classification and compensation analysis, public safety knowledge, testing, screening, and policy enforcement and administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Previous Government HR and supervisory experience preferred.

Knowledge of Tyler MUNIS HRIS and Kronos a plus.
