THE POSITION
This position will be a member of the Public Health Human Resources (HR) team responsible for providing all facets of human resources service delivery to the department. This position will supervise an embedded HR unit with primary responsibility for overseeing human resources functions in the Community Health Services (CHS) division with other duties as assigned. The HR SDM I effectively partners with division management in developing, implementing, and maintaining an effective human resources program. This position provides essential customer service, technical assistance, and training to division managers, supervisors, and staff on key aspects of employment and labor relations. The incumbent will also participate in the development of department HR systems and contribute to countywide systems development pursuant to the HR Unification Program.
This full-time, career service position is open to all qualified applicants. It is FLSA exempt and therefore not eligible for overtime.
DESIRED PROFILE The most competitive candidates will be experienced Human Resources professionals who have supervised an HR unit. Experience providing HR services in a highly unionized environment is important. They will have demonstrated successful experience meeting their organization’s business needs through the effective delivery of HR services. They will have demonstrated the ability to assist and support line managers and supervisors manage performance, and to resolve conflicts and employee relations issues in ways that help assure that all parties have been fairly and equitably treated. Important behavioral characteristics include integrity, demonstrated ability to maintain professional behavior and confidentiality, and demonstrated ability to deal with stressful situations with tact and efficiency. |
| Requirements |
EXAMPLES OF DUTIES
- Partner with departmental and division management to coordinate and implement overall human resource service delivery in support of departmental and division strategies, goals, and objectives.
- Provide labor and employee relations training, consultation, and direction to managers and supervisors.
- Oversee human resources functions in assigned divisions to reduce liability, ensure consistency and compliance with county HR programs, HR-related laws, labor agreements, and policies.
- Maintain overall HR system integrity as specified in core HR work processes as identified through the King County HR Unification Project.
- Oversee the dissemination of human resources policy information to assigned divisions.
- Determine performance standards and measures for the organization, project work teams, and individuals.
- Serve as the departmental HR representative in the negotiation of collective bargaining agreements, contract implementation and interpretation, and grievance resolution for Public Health.
- Direct and supervise the work of assigned staff.
- Prepare written documents and statistical reports as necessary.
QUALIFICATIONS
- Demonstrated knowledge and experience in a broad range of HR functions, including employment, benefits, labor relations, EEO/diversity, training, leave management, classification and compensation, and safety.
- Demonstrated knowledge and experience researching, interpreting, and applying HR employment and labor laws, such as equal employment opportunity laws, disability accommodation laws, Fair Labor Standards Act, the family and medical leave laws, and the Washington State Public Employment Act.
- Experience in employee and labor relations including: grievances, arbitrations, hearings and appeals; collective bargaining agreement negotiation, implementation, and administration; labor and employee relations training; labor management committees.
- Demonstrated knowledge in human resources principles, practices, legal environment and trends.
- Demonstrated knowledge in management and supervision techniques and principles.
- Demonstrated experience advising and coaching managers and supervisors in effective employee and labor relations.
- Demonstrated knowledge of the principles and techniques of public sector management.
- Demonstrated knowledge of recruitment and employment practices.
- Skilled in collaborative problem-solving, conflict resolution, and decision making.
- Skilled in interpreting, explaining and applying pertinent laws, rules, regulations, policies, and guidelines.
- Skilled in making presentations to groups and committees.
- Demonstrated knowledge of training program development and implementation techniques.
- Excellent verbal and written communication skills.
- Skilled in strategic planning and project management.
- Skilled in building consensus among individuals with conflicting viewpoints.

- Experience with providing supervision.
Desired Qualifications:
- Bachelor’s degree in business administration, public administration, human resources management, law, or closely related field.
- At least four years of professional personnel experience in a variety of personnel areas which must include at least two years of labor and employee relations experience, two years of contract negotiation experience and employment law training and/or experience.
- Two years supervisory experience.
- PHR or SPHR certification.

Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
