 Job Summary: The primary function of the exempt as executive employee Riverdale Fire Chief is to mitigate loss of life and property from fires, deliver emergency medical services, provide community outreach and stabilize special operations incidents within the City of Riverdale Fire Service’s response area. An employee in this class is to provide administrative direction and leadership for all Fire Department functions, operations, and personnel through the supervision of staff and a review of their activities to promote an environment of public safety within the City of Riverdale. Responsibilities include reviewing the general operation of the department to determine efficiency; providing direction on major or problem areas; strategic planning; developing and implementing policies and procedures; and providing policy guidance. Work requires a broad professional and comprehensive knowledge of fire administration, firefighting techniques, fire prevention, communications, rescue, emergency medical services and hazardous materials.

 ·         Provides effective, professional leadership, positioning the Fire Department to meet the community’s current and future needs through appropriate technologies and services;

 

·         Plans and directs the long-term Fire Department administrative, operational, public education and public relations activities;

·         Consults with the City Manager in formulating policies and regulations governing activities of the Fire Department;

·         Assumes direct responsibility for formal planning, direction, organization and research functions of the Fire Department;

·         Formulates and prescribes work for methods and procedures to be followed, appraises conditions of work and takes necessary steps to improve emergency services and safety operations;

·         Plans and supervises the enforcement of the fire prevention laws, such as safety regulations for public assemblies, handling the storage of combustibles, the use of flammable liquids and explosives and other hazardous materials;

·         Prepares and analyzes fire reports in order to secure efficient operations, to meet service demands and to comply with authorized requests for information regarding departmental activities and personnel;

·         Controls the expenditures of departmental appropriations and prepares annual budget estimates;

·         Maintains cooperative working relationships with other firefighting and prevention agencies and with the City administrative staff;

·         Keeps abreast of new developments and modern firefighting methods, techniques and administration;

·         Attends civic club meetings, churches, schools and other places of public gatherings to explain the activities and functions of the Fire Department and to establish favorable public relations;

·         Responds to, commands, and mitigates emergency incidents;

·         Makes decisions as to the best method of extinguishing fires and emergency response, and directs firefighting work;

·        Reviews and submits all reports prepared by subordinate officers through the appropriate chain of command;

·         Works with other city agencies during large emergency incidents in the City of Riverdale and surrounding cities;

·         Evaluates the work of subordinates and writes performance appraisals;

·         Performs all work duties and activities in accordance with City policies and procedures;

·         Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook;

·         May respond to emergency calls for specialized service such as hazardous materials, confined space rescue, extrication and technical rescues that include high angle, below grade, swift water, trench and collapse rescues;

·         May respond to non-emergency requests for fire prevention demonstrations, and related public safety requests;

·         Deals with social service related areas of emergency response by assisting victims and relatives of victims of traumatic events;

·         Performs other related duties as assigned

 

 

 

Requirements

Minimum Qualifications: 

  • High school diploma or GED equivalency;
  • Must be at least 18 years of age at the time of application;
  • Must possess a valid driver’s license;
  • Certification as a State of Georgia Firefighter;
  • Certification as a Basic Life Support for Healthcare Provider;
  • Ten (10) years of progressively responsible administrative and supervisory experience as Firefighter; or
  • Any equivalent combination of experience and training as determined by the City Manager which provides the knowledge and abilities necessary to perform the work.

 

Desirable Qualifications:

 ·         Emergency Medical Technician-Intermediate, Emergency Medical Technician-Advanced Certification or Paramedic’s Certification;

 

  • Bachelor’s Degree in Fire Science, Public Administration, Business Administration, or another related field.

 The primary duties of this class are performed in a work environment in which the employee is subject to potential personal danger. Therefore, the following physical abilities are deemed essential:Knowledge, Skills and Abilities Required by the Position:

 

 ·        Supervisory and management methods and techniques;

·        The Incident Management System;

·         Departmental policies, rules and regulations;

·         State and local traffic laws governing the operation of emergency vehicles;

·         The geography of the City of Riverdale and surrounding areas, (or the ability to quickly learn this information), including the streets system, hydrant locations, the layout and location of public utilities and potentially hazardous materials or substances;

·         Specialized fire fighting vehicles and equipment;

·         Current strategies for all types of fire such as wild-land, commercial, residential, airport, flammable and combustible liquids, vehicle, etc.;

·         Budget preparation methods;

·         Basic mathematical and science skills;

·         Uniform fire code, City Fire Codes and related ordinances for inspections;

·         Emergency response records systems, communications equipment and use, fire computer applications and incident reporting procedures;

·         Operation of a personal computer and job-related software applications.

·         Effective methods of planning, training, assigning and directing the personnel and equipment for the most efficient use for small as well as large complex and dangerous fires.

Skill in:

·        Operating a computer;

·        Effective and efficient oral and written communication.

Ability to:

·        Supervise, lead, and direct the Fire Department

·        Act as a direct link between the City Manager and all other members of the department

·        Train subordinates in modern fire suppression and rescue techniques

·        React quickly to secure accurate and precise information on the location, extent and nature of fires and emergency aid requests

·        Acquire and maintain State, Federal and local certifications as required

·         Supervise a group of subordinate personnel

·         Make determinations as to the best course of action for fighting fires or responding to and mitigating other related emergency situations

·         Work under extremely stressful situations, day and night, which result from calls for service at fires and other emergencies, including the responsibility for remaining calm and carrying out all duties with the recognition of the threat to life and property

·         Work within a command structure requiring strict adherence to the following of orders;

·         Work in a team environment under extremely stressful situations

·         Prepare and present accurate and reliable reports containing findings and recommendations;

·         Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology

·         Learn and correctly apply routine division and department policies and procedures;

·         Read, comprehend, and follow simple oral and written instructions; and to understand and apply available guidelines to varied operational requirements

·         Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines

·         Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks;

·         Operate a personal computer using program applications appropriate to assigned duties;

·         Communicate effectively both orally and in writing, with the public and other employees.

Supervision Received:

 

·         The work is performed under the direct supervision of the City Manager.
